You can just put them on top of it, they should automatically connect if you put them on the base. You can also use power transmitters to form a connection if the panels are away from your base.

As long as they are near enough to your base, they will connect automatically. If you get out of range, you’ll have to use power transmitters. So yeah building them on top of your base is a safe bet.
