One of the Subnautica Youtubers made a video on what happens to Riley after he gets out, but I think the best theory is that he is arrested/ fried for his "Crimes"

Well, the sea emperor scene is kinda talking about how both Riley and the Emperor are changing their lives and moving on. The warp is almost a metaphor for the afterlife with the debris field representing the pain of dying. We don't really know the limits of the emperor's power. While I do doubt she would send such a message so far, she could have somehow recorded it onto the PDA or ship computers and Riley found it later, it playing there was for dramatic effect - Riley doesn't see it.

Riley does have to survive, BZ has some references to him telling people about 4546b which means he must have met people on a planet other than 4546b (Likely earth) and informed them of the planet.

Yeah there are a lot of references to Riley in BZ, And the sea emperor maybe didn’t contact the humans for a few reasons

1. If you didn’t know that police existed would you be calling for their help? (The answer is No btw)

2. Her telepathy seems to need to have been connected by near contact, kind of like Bluetooth, you can see an air tags from anywhere in the world, but you can’t connect it from across the planet. This is also proven by most of her messages being triggered by going to deeper locations, best example being the LR. (This example wasn’t the best because AirTags rely on being near other peoples phones to bounce a signal, but maybe peepers can do that!?! It’s a stretch.)

3. Maybe her telepathy works kind of like calling someone, you need their number if you want to know who your calling, and she might not want the wrong kind of attention.

This is all guess work and connecting wires, that may or may not be the right wires, but this is what I’m guessing.
