I didnt actually complete the entire game

I only played like 5 hours past the sunbeam landing/blowing up

But from what i could tell i think some good places to build are

The lava zone: Mainly because of all the POWER to be harnessed there (unless lava leeches suck power from your base too)

The lost river: So many recources there along with exotic fauna every time you look outside it could be a really exotic seabase with good views especially if you build it where the ghost leviathan lives

Safe shallows: look at that first word of the biome's name for a moment

PS: its Delgasi i think. Or is that the seabase?

Anyway. I always answer this question with the Northwestern Mushroom Forest.

Yes, I suggest the Safe Shallows, with possibly a seperate base or two in the more resource-filled biomes
