They are not in the safe shallows lol, and they need to be hatched from the egg

Cuddlefish are only hatched from special eggs, one can be found in the degassi deep grand reef Base in the bedroom section.

You can also one in the dunes sinkhole, I might try the the Degasi Sea base, but there's a warper there.
