The player can sit in the Chair, which will disable the Food & Water bar, and can access the PDA while doing so.

The blueprint for the Swivel Chair is unlocked by scanning Swivel Chairs in the Mercury II, Outpost Zero, Delta Station and the Phi Robotics Center. It is crafted with the Habitat Builder.
